MINUTES OF THE PUBLIC MEETING OF MARCH 14TH, 2006
HANSON TOWN HALL, LIBERTY ST., HANSON, MA

Called to Order at 7:30 PM under M.G.L. Chapter 131, s.40 and the Hanson By-Law 1-13, s.5. by Philip Lindquist, Chairman, in Meeting Room A on the top floor at the Town Hall.

Public Hearings

7:45 PM  Request for Determination of Applicability  to construct a driveway and install utilities with associated grading and landscaping within 100 feet of a Bordering Vegetated Wetland at Lot 6, Nina Drive, Map 27, Lot 3-6 for Elko Construction Co. represented by Vautrinot Land Surveying, Inc., P.O. Box 144, Plympton, MA  (New Hearing)

Dave Harris read the Public Hearing Notice and the abutters were verified.  Al Vautrinot, Don Ellis, Sr. and Don Ellis, Jr. made a presentation for a single-family house and septic outside of the buffer zone.  A portion of the driveway is within 100 feet of the wetland.  A 10’ long by 1’ wide gravel swale is proposed to prevent erosion.  Mr. Ellis also requested to cut some trees, no stumping or grubbing, before installation of haybales.  Mr. Lindquist called off the abutters list.  Those present were:

8:00 PM   Continued Request to Amend an Order of Conditions to allow a modification to relocate garages at 255 Rear Liberty Street, Assessors Map 82, Lot 6-1 for Dennis Leary, Trustee for Hudson Park Associates, N.T., 2 Columbia Rd., Pembroke, MA  02359   (DEP #175-0433)

Dennis Leary made the presentation.  The plan had been revised to demonstrate the elimination of the garages.  Mr. Lindquist thought that there were discrepancies on the site plan and that an outside engineer should be used for review of the calculations for stormwater management.  An estimate for  review from John Delano was signed by Mr. Leary.   Mr. Lindquist asked for comments from abutters:

Atty. Joseph Coppola representing Peter Guidaboni, 255 Liberty St. was appreciative for the consultant review and wondered about a timeline.  He reiterated that at the last hearing the Commission had required Mr. Leary to submit calculations for a 10-year storm, spot elevations on the plan, gutters, an equalizer pipe for the driveway and an O & M plan.  

Mr. Leary assured Mr. Guidaboni that his concerns would be addressed and an O & M plan would be submitted once the plan was approved.

8:15 PM Notice of Intent to pave an existing gravel driveway within the 50-foot No Disturb Zone and clean out accumulated silt from the outlet of an existing 12” pipe at 291 Winter St., Map 90, Lot 5 for Shirley and Janice Russo represented by Grady Consulting, LLC, 6 Grays Beach Rd., Kingston, MA  (DEP #SE175-___) (New Hearing)

Dave Harris read the Public Hearing Notice and the abutters were verified. Darren Grady made a presentation to pave an existing gravel driveway.  Two existing drains, one on the street and one on the bend of the driveway were to be cleaned and rip-rap installed.  A silt fence was proposed.  Ms. Nehiley suggested that a Request for Variance to work within the 50-foot no-disturb zone be submitted. Mr. Lindquist called off the abutters list.  Those present were:

8:30 PM  Continued Notice of Intent for a revised proposal for the construction of eight (8) single-bedroom condominium units with parking and septic within 100 feet of a bordering vegetated wetland at 1139 Main St., Assessor’s Map 43, Lots 36A & B and 36.  A portion of the construction falls within the 100-foot inner riparian zone. Proposal includes clean up of existing construction debris and soils on Lot 36.   Applicant:   Demco Enterprises, Inc., 31 Perkins Street, Bridgewater, MA  02324 represented by Land Planning, Inc.. Bob Crowell from Land Planning presented a revised plan that had just been approved at the meeting with ZBA.  Mr. Crowell asked that this hearing be continued as the wetland line will be re-delineated and the plan would be corrected as far as parking and an access easement.  Mr. D’Emilia  presented an artists rendering of the condominiums and explained that he would like to improve and clean up the area which is extremely dilapidated. Mr. Lindquist suggested that the project require  Engineer review.  A Consultant Fee schedule was given to Mr. Crowell.

8:45 PM  Notice of Intent for construction of a single family home, driveway and utilities as well as a proposed wetland crossing at 30 Holmes Street, Map 75, Lot 5-1 for Anthony Kolacz represented by Kenneth Thomson, 134 Spring St., Rockland MA  (DEP #175-___) (New Hearing)

Dave Harris read the Public Hearing Notice.  Mr. Thomson did not have a certified abutters list, therefore the hearing was continued.  However, he did make a presentation for a single family, 2-bedroom house on land that has been historically a hayfield.  They are proposing a driveway with a stream crossing that has an open-box culvert.  The impact to the wetlands would be around 4,200 sq. feet.  Because it is less that 5,000 sq. feet of disturbance, Mr. Thomson wants to withdraw the Notice of Intent from a “Limited Project” standpoint.  Ms. Delaney had prepared in advance an extensive list of comments that Ms. Nehiley had given to the Commission.
